Paolo Lioy, president of Applia, has highlighted the need for government intervention to support the home appliance market, which has seen a decline in consumption for the third consecutive year.
Lioy suggests that a targeted eco-incentive could help boost sales and support low-income families.
Market Decline and Proposed Solutions
Lioy pointed out that the market has been in decline for three years. A study commissioned by Ambrosetti shows that 78% of spending for low-income families is non-compressible, meaning these families delay purchasing new appliances.
Ironically, these families would benefit the most from more efficient products that could significantly reduce their electricity bills.
Lioy proposes that the government support the renewal of installed appliances with an income-based incentive, helping those in greatest need.
A proposal by President Gusmeroli is currently under discussion in the X Commission of the Chamber, aimed at reducing energy consumption and supporting circularity, linked to the certification of proper treatment of old products.
European Industrial Policy
Lioy emphasized that this issue must be addressed at the European level. He called on institutions to support industrial supply chains for the future competitiveness of Europe.
The Ministry of Enterprises and Made in Italy has established a permanent ministerial table on the White Goods Supply Chain and dedicated a specific division within the DG for industrial policy.
The Draghi report also highlights the crucial importance of this support to ensure the supply chain of key technologies, acting in unity among member states to create a strong market leverage for the benefit of the EU as a whole.
Lioy believes that Europe can become a world leader in clean technological innovation, provided there are conditions for effective market scalability.
It is important to have a clear European voice on industrial policy and decarbonization, promoting greater alignment on key industrial policy decisions among all 27 governments.

Lioy noted that a new product consumes over 60% less energy than a product from 10 years ago.
He emphasized the enormous potential for further improvements and the need for a shared effort to inform the public about the benefits and implement effective and targeted support measures for both demand and supply.
